Does the system allow devolved control of access privileges for contributors/editors?

Amaxus allows for an unlimited number of levels of users.  Control can be devolved to a department/work area level where administrators control the access privileges for a particular area and/or content type of the site.  The amount of control can be defined by the central administrators.
