Can the administrator make certain fields mandatory for the contributor?

Any fields can be defined as mandatory fields, forcing content editors to complete these fields.  If these are not completed, the system will not allow the content to be added to the system, and will display a pre-defined message explaining which fields need to be completed along with any help text.
